The NRI Study group set up by the Govt. of A.P. recommended the setting up of an NRI Department directly under the control of the Hon'ble Chief Minister. The Study Group wished to create the NRI Department as a focal point to deal with all NRI related issues thus proving to be a single window for NRIs.

Accordingly, the NRI cell was established as a part of GenI. Admn. Dept. of the Govt. of A.P. vide G.O.Ms. No. 240, Fin (SMPC) Dept, Dt:21.08.2006 w.e.f 21.06.2006, to look after the problems of NRls, to implement the recommendations of the NRI study group and to co-ordinate with other departments and the MIOA, GOI, New Delhi. The NRI Cell has been established under the direct supervision of the Hon'ble CM. of A.P. The Hon'ble Chief Minister is assisted by the Minister in-charge of the NRI Department. The day-to-day functioning of the NRI Department is carried out under the supervision of Sri N V Ramana Reddy, Special Secretary (Protocol). Who isspecially designated to cater to all the requirements of the objectives.
 
 
Main functions of the Department:
To study the issue of Non-Resident Indians. The A.P. NRI forum is constituted after having gone through several items of consideration only with an aim of providing consititutional sevices. This services are most essential specially at the time of deep distress that would be faced by the non-residence.
The process begins at home as follows

aims at providing governmental help at all times under all unforeseen circumstances

aims to redress the grivences and provides of the help in case of accidents/hospetalisations/loss of life/flowing of dead bodies.

further aims at providing all legal assistance and clearencess after the unforeseen occurrences.

takes providing assistance under the situations of
 
1) Racial discrimination
 
2) Assault by foreigners
 
3) Aims to provide all legal help/providing assistance by foreign by attorneys
 
4) Providing assitence with help of attornis for remigration, insurance and consumer protection assistance.

To collect and analyze data on demography of A.P. NRI, their income resources, spending trends, saving, specific needs (if any)

To study the A.P model of NRI Cell and Ministry and evaluate how best it would meet the needs of Kerala.

Liaison with various Govt. Departments like Industries, Finance, Education and explore possibilities of how these department can coordinate in resolving issues.

Liaison with various NRI voluntary organizations in Gulf and in India to explore possibilities of joining efforts in resolving issues

To initiate an awareness campaign among the NRls about the importance of savings and investment;

To liaise with financial/insurance institution to evolve a pension/insurance scheme for returning Indians.
 
 
Salient features of A.P. NRI FORUM
»
To make compulsory medical insurance to Indian students studying abroad
»
To make registration of the Indian students with the Indian Missions in the respective countries compulsory.
»
Issue of passports immediately to the parents of the students injured in attacks in foreign countries so as to visit their children at the earliest.
»
To take up with foreign countries for issue of visa immediately to the parents of the students injured in attacks in foreign countries.
»
Posting of one Telugu knowing person in the Embassies/Consulates of India in gulf and Middle East for facilitating the illiterate people to ventilate their grievances.

Allotment of one NRI university to the state of A.P. out of the four Universities planned.

To make registration of workers, who went to gulf countries in the respective Indian Missions compulsory

To make the process easy for repatriation of workers of A.P. stranded in gulf countries without valid visas and without proper employment.

To create an NRI welfare Fund for which the MOIA may be requested to contribute a part of the fund.

Group insurance scheme to people of A.P. going abroad for employment.

Special insurance package ti the family members and old age parents of NRIs and pension schemes for NRIs.

Removal of domicile law of application upon gulf NRI boys and girls who have studied under the CBSE/ICSE.

To liaise with financial/ insurance institutions to evolve a pension/ insurance scheme for returning Indians.
 
 
 SOME OF THE PRINCIPLE ACHIVEMENTS OF THE NRI DEPARTMENT
l immigrants from A.P to United Arab Emirates were brought back to India during the Amnesty declared by Government of U.A.E by taking up the matter through Ministry of External Affairs, Government of India.

Job meals were conducted in various Districts with the help of Private Companies and Overseas Manpower Company of A.P (OMCAP) to provide employment to the eligible returned immigrants, duly matching their trade skills with job opportunities.

Families deceased Non Resident Indians regularly approach the G.A (NRI) department for assistance of the deceased. The NRI Cell immediately takes up the matter through MOIA / MEA and our Embassy abroad. In this manner. The NRI cell has been able to arrange for early compensation for the family of the deceased.

The FORUM has worked out providing assistance to the families to trace out missing people.

The NRI section at the secretariate aims to take care of
a) Authentication of education certificate
  Attestation of marriage/birth/general power of autony.
  The govt of India MEA has opened a branch in A.P. to cather to the above leads
b) The NRI department was instrumental in getting
  1. US consulate to Hyd.
  Succeeded in setting up of Canadian trade office
  Honorary consulate of Russia
  Turkey trade office
  The NRI department has successfully intervened and got successfully the people who are prisoned.
  The NRI department has succeeded in negshating lower affairs for the people going to Gulf.
